Sidenote but I am a little concerned about you mentioning people aren't feeling comfortable serving in the Ziu. Talossa doesn't require much from its MZs so maybe it would be worthwhile finding out what's causing so much friction, for the sake of everyone involved.

Some people are uncomfortable not at the workload, which is minimal, but at the level of responsibility.  I think that's perfectly justified.  As an MZ, you help make decisions that chart the future of our country.

A representative democracy requires a base of citizens who are keen to take on that responsibility. Contrast this to a populist/presidentialist system, where you just need "one guy" with fire in his belly and a bunch of mostly passive voters.

This is why the URL supports both (a) a smaller Ziu which can be filled competitively by those who are keen, rather than stuffed full of the barely active; (b) an immigration process which promotes civic responsibility rather than raw numbers.

I might have overlooked a substantial issue. I'm afraid that, unless I am mistaken, this would mean the Progressive Alliance allocation is:

* On-list candidates: 40 *
Lux 20
Brigă 20

* Off-list candidates: 47 *
Lupul 20
Tong 20

Pursuant to Lex.B.2.3.1.1.3, "The total number of seats awarded to those not on the list does not exceed 1/3 of all seats won by the party". 47 being over 87/3 = 29, I am unable to honour the Seneschal's reallocation request.

For the time being, Tong Mun Kit has been reverted to the 7 seats he already held, and Moinul Moin will hold 2 seats, for a total of 29 off-list seats. 69 seats are filled, and 18 seats will stand vacant.

I'm sorry I didn't catch this earlier - I was on a rush and misremembered the Duke of Lupul as being an on-list MC.

Well, Mximo Carbonel, Þerxh Sant-Enogat, and I are in the Senats.  Françal and XPB are already in the Cosa.  Of the remaining individuals, the Baroness is incommunicado and likely to remain so, and I haven't heard from Eovart.  Tric'hard is gone.  So out of these eight people, five of them are already in the Ziu.  The others are not really possibilities.

I will state, however, there appears to be a conflict between the Organic Law and El Lex. If I appoint S:reu Kit and S:reu Moin to the Cosa, it violates El Lex B.2.3.1.1.3. while at the same time appearing to be consistent with OrgLaw IV Section 3. This puts me in a quandary and I am strongly considering seeking judicial advice on the matter.

It is my opinion that the Organic Law overrules the statute that purports to contradict it. I believe completely that Your Grace has only good intentions, and I commend your care. However, I do not believe that my party's voters should be disenfranchised by regulations that are inorganic and penalize success. I don't think there is any wiggle room in the phrasing of our supreme governing law.
