Excuse me, your Majesty, but can the Government explain how the appointment of the Information Liaison for Asgardia conforms to this policy statement?

Sure -- the role of information liaison was very carefully designed so that it was not "a position representing their fellow citizens or wielding government authority."  Such a liaison is gathering information, but is specifically not empowered to represent the Kingdom of Talossa and has no power to make any decisions.  There is no current prospect of the Information Liaison for Asgardia being placed in a position of power or serving as a representative of the Kingdom of Talossa.
