Sir Lüc

With the election certified, it's my pleasure to open seat allocations for the 63rd Cosă.

The seats to be allocated are:

Progressive Alliance: 88 seats @Baron Alexandreu Davinescu
Uniun dels Reformistaes Livereschti: 83 seats @Mic'haglh Autófil, O.Be & @Miestră Schivă, UrN-GC
Green Party: 12 seats @Crement Itravilatx
Independent Green/Anarcho-Surrealist: 10 seats @Garth Spencer
Independent Progressive: 7 seats @Breneir Tzaracomprada

As a reminder, the maximum number of seats that can be held by a single MC is 30. Off-list MCs are no longer allowed.

Should the cap not be 30, since the calcuation includes PRESENT votes?

Huh. Yes it should. I may have completely dreamt up a provision that has never existed even before the recent amendment. Not sure why I had the impression that only votes cast for parties counted. (Especially since I've done this correctly before!)

Taking a moment to congratulate everyone responsible for such a well-run election.

Green Party seat assignments:

Crement Itravilatx: 9 seats
@Muhammed Yasir : 3 seats
Leader, Green Party (GREEN)

Baron Alexandreu Davinescu

We will be assigning our seats very soon -- there's one MC who might not be able to serve, it seems like, so I want to make sure before I assign them seats.

All the above is reflected in the Database. @Garth Spencer still has to assign his 10 seats. (Though I'm not sure if this is strictly necessary anymore, now that he legally has no choice but to assign all 10 to himself)

With 190/200 seats filled, and with the former Túischac'h (finally!) continuing as an MC, I suggest we return to normal precedent and invite the outgoing incument @Marcel Eðo Pairescu Tafial, UrGP open nominations for the position of Túischac'h.

You can also try and lie down across all of them!

Anyway, that's all 200 seats assigned.

I will now be opening the Call for Bills as time is running low - I had been holding off on doing so because we don't have a new Túischac'h, Mençei and A-X to form a new CRL, but time is running low and the former CRL, sans Sir Marcel who Organically ceased to be the Túischac'h upon Dissolution, is still legally empowered to scrutinise bills.

The 7 seats from the Independent Progressive are now vacant following ex-MC Tzaracomprada's resignation.

Following the Democracy Amendment's ratification, we're in a novel situation, so let's do this step by step. OrgLaw IV.3 states:

QuoteIn the case of vacant party seats occurring between elections, the Secretary of State shall inform the King and the leader of whatever party held the vacant seat.
I am doing so now: @King Txec and @Breneir Tzaracomprada

QuoteThe Secretary of State shall redistribute all of that party's seats among the remaining eligible candidates on that party's list in the same manner described in the second section, above. If no eligible candidate remains on that party's list, whether by vacation, ineligibility, or the operation of the maximum seats provision, the King may assign the seat according to his own best judgment, or leave it vacant.

By my reading there are neither any "remaining" nor "eligible" candidates, since the Independent Progressive's party list consisted of just S:r Tzaracomprada, and the next sentence states that "vacation" is one of the reason for ineligibility. So I can't automatically redistribute any seats, which is convenient, because we have previously determined that the previous section is partially inoperable (we don't have ordered party lists yet - not that it would have mattered in this specific case.)

So it falls to His Majesty to reassign the 7 seats according to His best judgment, before the Second Clark, or to leave them vacant.

King Txec

Well this is certainly an interesting thing to come up. Has any previous King ever had to make a decision about vacant seats like this? This feels like uncharted waters for sure. I will give this some thought, but I would welcome the input of any MZ or interested citizen. I'll give a decision in a couple days.

Baron Alexandreu Davinescu

To my knowledge, this has never happened before.  I would suggest that @Breneir Tzaracomprada can advise about how he thinks his seats should be reassigned, and should such advice be neither unreasonable nor churlish, it could be accepted.  He and one other voter chose his party to represent them in the Cosa, so presumably he's the best-equipped to suggest who in the country will champion similar interests.  It need not be a current MC, of course.

Breneir Tzaracomprada

Hi, I would request the seats be assigned to the Green Party leader @Crement Itravilatx or @Muhammed Yasir. I would also support not reassigning them at all. Hopefully neither of these suggestions would be found to be unreasonable or churlish, Seneschal.
