In Order to maximize participation in day to day activities of Talossa by Maricopans, I propose that from the next clark, the Senator would vote as per the directive of the members of the Cabana.

Each participating Cabana members would be entitled to a single vote, including the Provincial Secretary and the Senator (if he is a Member). However, the Provincial Secretary's vote will be multiplied 'by two', to get the total tally of votes. Members are encouraged to add the reasons for their votes, more so in case of a negative vote.  All such votes would have to be cast from the 1st to the 15th of each month.

Thereafter, only in case of a tie in the results, the Senator should choose to cast an additional vote, which may or may not be similar to his earlier vote. In case the Senator has failed to cast his earlier vote by the 15th of the month, then his casting vote would have a multiplier of 'two', that too, only if there is a difference of one vote in the final tally. In other cases, the Senator should vote according to the collective conscience of the Cabana.

True that. However, even today, not all Cosa members have the same weightage in the votes... so if being part of the more popular parties entitles you to a greater number of votes, then what's wrong in being a legislator from Maricopa and having more votes?

However, your question has made me start thinking that this would actually make a Cosa member have a partial indirect vote even in the Senate.  You are right, that shouldn't be in an ideal situation.
