With the option desired to reallocate further if additional party members may be accepted to the Cosa upon petition of the body. 

There appears to be a bit of a conflict with the provision for secret ballots combined with the need to have party members listed at the time of the ballot as some that support any given party may not wish to reveal that support prior to an election.  My understanding is that one person can represent up to 20 seats, this in this instance if B had polled a few more votes the party list would not have been able to support the allocation.
