Who is the current National Gamemaster? I was hoping that I and potentially other interested people could get a governing body of Talossan Football going and fix and clarify a few of the rules on the Wiki.

I would be happy to serve on a governing body of Talossan Football, and could likely organize a group of students of college age to play test.  While this would likely take place on a grass field, I would encourage the TFL to consider sand as one possible surface, such as at Canard Colesseum, or ice to support play in Péngöpäts.  Perhaps a good starting point would be to start a section under Wittenberg:Special Interests?

Not all provinces may have currently have the needed open space for a field, thus it might be of interest for some to have shared stadiums.

Some possible locations include:

An existing gridiron field in Benito centered upon https://w3w.co/trace.line.jacket

South of the Linwood Water Treatment Plant in Vuode centered upon https://w3w.co/labels.tone.curry
actually https://w3w.co/gone.limes.fixed

In Veterans Park within Maritiimi-Maxhestic centered upon https://w3w.co/purely.judge.common

An existing soccer field in Fiôvâ centered upon https://w3w.co/erase.monks.orchestra

etc.

the "Rules to Talossan Football" page say that Runners cannot catch, hold or carry the ball? It's weirder still since Runners can score touchdowns if they're in possession of the ball in an end zone, but how can they even possess the ball if they can't carry it?

Granted, I have not read all of the rules but from skimming over them, it sounds like they (the Runners) can only contact the ball like a volleyball player might. They can't catch or hold the ball, but they can manipulate one currently in flight, or scoop it off of the ground and toss it behind them in one motion.

So a simplistic play might involve the Keeper kick the ball to the Quebec who catches it and runs it up field, then drop-kicks it towards the goal and a Runner, facing the Quebec, punches it behind him for a touchdown.

That is how I interpret the rules surrounding Runners anyway.

I would also be interested in getting involved if we can get an organization revived or up and running.

(emphasis mine)
I'm having trouble understanding this part. For a touchdown, the ball must be touching the ground while being in possession of a valid player, similar to Rugby.

You're right. After going back and combing through it some more it doesn't make much sense. I thought maybe if you stretch the definition of "possession" to punching or hand balling but it still doesn't make sense when they have to do it backwards, I.e away from the goal you're attacking.

So sorry for butting in, carry on. :)
