I'm sorry, it seems there is indeed a bug. I will investigate in short order and contact all voters who cast ballots in the Atatürk and Florencia provincial races to offer them to recast their vote. In the meantime, your vote has been corrected.

EDIT: On second inspection, the code seems to work fine. However, it is true that the PRESENT box is checked by default, which may lead to confusion. I have made it so that this is no longer the case, and will still be contacting voters to offer the chance to recast provincial ballots in those two races.
