Since nothing else is going on today, be sure to celebrate Penguin Awareness Day with a review of the Pengöpäts entry in the National Atlas of the Kingdom of Talossa 1994

Although technically incorrect, I was claimed by the Soviets and there where 2 bases

Technically claimed is a strong word too tho, having a base in the area doesn't necessarily count as claim xD

Part of the Bounty Islands were claimed by USSR?  Interesting - did not know that.  I do see they are part of a UNESCO World Heritage Site https://en.wikipedia.org/wiki/New_Zealand_Subantarctic_Islands.
Or are you referring to Pengöpäts?

Just as there are some inklings of a Cézembre consulate in Vuode and Paris, for Pengöpäts it would appear the only viable option rather than a restaurant would be the dining area at Amundsen-Scott South Pole Station
