CÉZEMBRE -- In yet another feat of ground-breaking investigative journalism by our team of highly trained monkeys here at the Temps da Jahnlähnle headquarters, it was revealed that the current minister-president of Cézembre, Sénéchal Xhorxh Pol Briga, has announced his intentions to potentially violate Article IX, section 10 of the Organic Law twofold, first by forcing the worthless title of "King of Cézembre" onto his Majesty the King of Talossa without his consent, and then second by maybe even seceding from Talossa entirely as the Sénéchal's likening of his province to the Republic of China, as well as his earlier mysterious plans of issuing Cézembrean passports, might suggest.

The following is a comment by an anonymous future Member of the Cosă with no connection to this venerable and trustworthy news outlet whatsoever:

The monkeys may have discovered that these proposals are designated RAK = shortened form of the Breton raktresoù-lezenn, as a method to list proposed legislation, projet de loi, proxhet for the CAG ( CÉZEMBREAN ADMINISTRATION GUIDE ) and would need the approval of l'Etats de Cézembre and the Citaxhienità Cézembre to come to fruition.  Other monkeys note that John I already has the title http://wiki.talossa.com/John

All I can say is that I hope l'États de Cézembre returns a very strongly Patriotic Talossan majority the next time, to repudiate this "South Carolina 1860" sabre-rattling stuff, and also to repudiate the gruesomely anti-patriotic statement that wishes Reunision never happened.

Why would the Sénéchal put a potential violation of the Organic Law on the RAK if he didnt have the intention of seeing it come to fruition?

Not only does this title not show up in the Organic Law, making it constitutionally meaningless, but His Majesty also holds it ex officio. He is the King of Cézembre because he is primarily the King of Talossa. Should he ever cease to be the King of Talossa,... you get the idea. Forcing political power onto His Majesty after that hypothetical turn of events without asking him first is rude at best.

No proposal has been submitted to the Hopper, only to the RAK for discussion within Cézembre.  I will send a message to the King to determine his desire, as you suggest.
