I see The ministry of Technology has an Office. What do We do at the Ministry? And What projects can someone like me handle as a new Citizen? Like what Can I build since I am a Software Developer committed to the nation. I would like to know.
Lets say i want to get my hands Dirty..lol. Do We have a Mobile app that solves some reach out to other Citizens and co, to let people know what is going on in Talossa? I can work on that if given a chance!
Please let me know.

The Ministry of Technology is currently working on a replacement to our National Database. We could dedinitely use more citizens to help with this endeavour? I am looping in @Danihel Txechescu our current MinTech.

Azul!

Sweet! What Database are we using? MongoDB or MySQL? I have expertise with these, So I would be very much happy to help and grow with us. Is there a possibility to know these?

Your question makes me very happy. I also have experience with MySQL. I think it MAY be MySQL based but the database is the property of one of our longest citizens, @mpf
He would be able to confirm. If you have experience with MySQL I would recommend PMing our current MinTech @Danihel Txechescu to explore the possibilities. It is exciting to have your help on such an important national project.

Yes I would do just that asap. Many thanks on that regard.
Again, do we have other things like government websites and co? I'd be very much happy to help on those projects. I can dedicate my time to working on most government websites for Talossa.

Please let me know.

I am going to ping our Seneschal (Prime Minister) and STUFF Minister @þerxh Sant-Enogat
Our major official website is talossa.com

Folks, this bill proposes the expansion of the ability to request an advisory opinion from the CpI to the Government's chief legal advisor, Avocat-Xheneral, and/or a  group of legislators representing one third of the Ziu.
#1251
Whereas, presently the King, Seneschal, and Secretary of State can request an advisory opinion from the Cort pü Inalt, and

Whereas, presently the Government's chief legal advisor, the Avocat-Xheneral, can't request an an advisory opinion from the Cort pü Inalt, and

Whereas, it seems reasonable for the Government's chief legal advisor to have the ability to also seek advice from the Judiciary.

Therefore, be it enacted by the Ziu of the Kingdom of Talossa that Article VIII, Section which currently reads as:

Article VIII, Section 6
QuoteUntil such time as inferior corts are established, a Judge may sit as a nisi prius cort in all civil and criminal matters.

No decision or order issued by an inferior cort or nisi prius cort shall bind a coordinate cort.

The decisions or orders of the Cort pü Inalt shall bind all lower corts according to the doctrine of stare decisis provided that that the panel was composed of no less than three Judges after necessary recusal. The Cort pü Inalt may, as it deems appropriate, issue decisions or orders that are non-binding provided that it explicitly states that intention in the decision or order.

A nisi prius cort or an inferior cort deviating from binding precedent must state so with clarity and refer the matter for appellate review.

Notwithstanding any contrary proscription, the King, the Secretary of State, or the Senechal may refer an issue to the Cort pü Inalt for an advisory opinion provided that any such panel reviewing the position is composed of no less than three Judges after any necessary recusal, there lacks a live case or controversy that would otherwise determine the issue, and there is a reasonably need for resolution of the question.

A matter arising under the Covenants of Rights and Freedoms is appealable as of right to the Cort pü Inalt. In all other instances, the Cort pü Inalt may not be compelled to exercise its appellate authority. However, when declining to do so, the Cort pü Inalt must issue an order declaring such, and no such declaration shall be deemed as the Cort pü Inalt adopting or setting as binding precedent the appealed from decision or order.

The Cort pü Inalt, and any other cort existing under this article, shall interpret all matters through the lens of the Covenants of Rights and Freedoms.

Any Judge that is a named party in a matter shall recuse himself or herself from hearing any and all parts of the matter.

Is amended to read as follows:

Article VIII, Section 6

Quote from: Sir Txec dal Nordselvă, UrB on February 02, 2024, 12:34:55 PMMy question here would be the reason behind this? I don't see a lot of requests for review from the CPI. Why add 1/3 of the Ziu? Would it make more sense to instead include the Tuischach and the Mencei instead?

One reason is to have the legal advisor of the Government (Avocat-Xheneral) be able to request an opinion like the SoS and Seneschal can. It seems reasonable for an official such as this to also be able to do so. The Tuischach and Mencei could be a part of the 1/3rd grouping.

There was a concern that one or two Ziu members could obstruct the legislative process but a group of 1/3 of seats would still be able to request an opinion but reduce that concern.
#1254
This bill has undergone review by the TNC with minor amending. It adds the A-X and a grouping of 1/3rd of the Ziu as parties who would be able to request an advisory opinion from the Judiciary.

Sure! I think the provision is kinda redundant, but also we should probably-eventually-ideally review that other D.2.1 provision so that its meaning and scope get a bit clearer.

Thanks Luc, I've removed the Seneschal reference and add you as a co-sponsor. I am also more than happy to cooperate with you on language to clarify D.2.1.

Quote from: Sir Lüc on January 30, 2024, 12:20:07 PMThis looks fine to me.

The Seneschal name-drop makes me wonder how this bit of Lex.D.2.1 plays into this situation:

QuoteAccordingly, anything that any Minister can do (officially), the Seneschal may (if he desires) do himself.

This probably means that the Seneschal can not only make the envisaged appointment themselves, but also that they can presently serve on the CRL by performing the duties of the A-X (which is incidentally something I'd already talked about in that note on pre-First Clark CRL operation I re-shared recently)

Good point. Do you think I should remove it as it is redundant? Also, co-sponsor? 😀
