Furthermore, it may be convenient to point out that:

QuoteFollowing any number of petitions [...] being signed or counter-signed by members currently representing an absolute majority of seats in the Cosa

I think we can all agree that, despite the 8-seat vacancy in the FreeDem caucus, this wording means that the threshold for a successful nomination remains at 101 seats or more. I'm thinking this might be a relevant clarification, since we're all getting distracted by the contested Mençei election in the other place, which operates under different rules.

Azul, this is not technically my job, but in my capacity the previous incumbent I have been invited by the Secretary of State to open nominations for the post of Túischac'h for the duration of the 59th Cosă.

As a reminder, verbatim from Lexh.H.21:

Quote21.1. At any time between the Election Deadline and the following Dissolution of the Cosa, any Member of the Cosa shall be empowered to publish and open for signatures a petition nominating an eligible person for the office of Túischac'h.
21.2. Once a petition is published, any eligible Member of the Cosa shall be empowered to second the nomination by countersigning the petition in public.
21.3. Members may not second multiple nominations concurrently; if a Member wishes to support a different petition, he/she shall first publicly retract the earlier countersignature.
21.4. Following any number of petitions, presented as above and supporting the same candidate, being signed or counter-signed by members currently representing an absolute majority of seats in the Cosa, the candidate named in the petition(s) shall be declared by the Secretary of State to be the Túischac'h.
21.5. Petitions may not be carried over from one vacancy in the office of Seneschal to Túischac'h. Once a Túischac'h is elected as above, all petitions shall be made moot.

Quote from: Baron Alexandreu Davinescu on October 05, 2023, 08:59:21 AMI do not think it's a good idea to start the term by reducing the powers of the king.

I think you'd be welcome to privately suggest to John he should consider reviving Cunstavals on his own accord, much like you/he did with the Privy Council, in which case this bill would be entirely moot :)

(Of course, the important matter is that the Privy Council is only useful to him, while Cunstavals (should) perform important Organic functions in their own provinces.)

Yeah, tale as old as time.

My province's Cunstavál is JP Griffin, we'd complain all the time about him being inactive, and nothing came of it.

Eventually we just pretended he didn't exist. (I seem to recall we even amended the constitution to remove any reference to the Cunstavál.)

Short of John reviving Cunstaváis, I think that's the best bet for any similarly inclined provincial legislatures right now.

Ely just regained her citizenship though, I assume the two year countdown would be reset (but I don't immediately remember what precedents look like).

Quote from: Sir Txec dal Nordselvă, UrB on October 02, 2023, 01:52:32 PMWhat I am not clear about and cannot find a legal reference is if 100 votes is enough to pass a VoC or not.

Counterintuitively, it is. Normally a tied vote fails, in which case a tied VoC would mean no confidence, but OrgLaw VII.8 states that:

QuoteIf at the end of any Clark the "no" vote [on the VoC] outnumbers the "yes" vote, the King shall dissolve the Cosa and call new elections.

Bit of an anomaly really, but whatever. I remember this was already the case in the 46th Cosa, btw, when the Government was initially 104-96, but became 101-96-3 when the Liberal Congress was formed.

Lexhatx amended to reflect RZ19, 20, 22, 25 and 26. Annuntzia updated with RZ19 through 26 and Dissolution. Individual pages created for RZ19 through 26.

I believe that's all?

I shall scribe whatever has to be scribed (at a glance RZ19, 20, 22, 25 and 26) tomorrow.

sure, it was mostly a temporary choice to set them apart from underlined text, but it can be reversed. I'll make a note to fix it when I'm back to working on theme tweaks.

As an aside, the -laiset suffix has the added benefit of being gender neutral, while -éu / -éă is not.
