WHEREAS abuse of trust isn't only against minors, but can be against anyone under authority, such as a college student graded by a teacher, or an elderly person helped by an orderly, and
WHEREAS RZ8 is a good bill that just doesn't go far enough,

WHERE BE IT ENACTED by the King, Senäts and Cosă in Ziu assembled that section 7.3.1.1 in El Lexhatx A.7.3.1 which currently reads as:

7.3.1.1. "Sexual violence" shall include abuse of trust, where a Talossan citizen over the age of 18 initiates sexual conduct (physically or by means of words or images) with any person under the age of 18; and the citizen over 18 is in a position of supervision, authority or tutelage over said person under 18.

Be changed to:

7.3.1.1. "Sexual violence" shall include abuse of trust, where a Talossan citizen over the age of 18 initiates sexual conduct (physically or by means of words or images) with any person over which they area position of supervision, authority or tutelage, unless proper prior consent is given and that person is 18 of older.

Proposed by Marti-Pair Furxheir, Senator of Ataturk.

I believe in the importance of the Senate. I think it is the supreme chamber of the Ziu, whose role is to ensure the Cosa doesn't pass laws that aren't represented by ALL of the provinces.

Because of this belief, I cannot accept that we nominate a Mencei without ALL of the Senators seated.

If we do, we will need to do it AGAIN once all of them are seated, so I vote yes, postpone until official.

I am working like 70 hours per week until at least August 8th. It will have to wait until then.

The ballots are currently being sent!

Sadly, there are UTF8 encoding issues, at least in mine.
#7
Just for confirmation, I just checked outgoing email reports, and nothing explains
#8
When the ballots were sent Sunday morning, all of the ballots to Gmail bounced back.

This was a new to me: the previous day, I had emailed gmail just the previous day from the same server.

In short, Gmail decided to block the IP of the server where the database is hosted, but it appears to be a whole block, so it might not even be just the server, it could be someone with similar IPs spamming Gmail.

The SoS and I made multiple attempts, nothing. And Gmail has no blocked email support, so all we can do is switch processor.

What we need, is a transactional email service. I used a few in my years, but here is the kicker: all of them cost money. And it's paid out of my pocket.

The cheapest, by far, is Amazon SeS, and it's the one I use daily.

So, I created an account, and tested it. It worked!

I requested on Sunday access to the production server. In short, to be able to actually send the emails.

It takes up to 24 hours and with the recent cuts, they do take their 24 hours!

So, I got a reply, and they said they needed me to validate which email actually sends the emails, not just the domain, because it's a new account. I never hear of that. So, I complied. But it starts a new 24 hours.

They replies this morning, at 4h00am, explaining that they reviewed the account and need to confirm it is a club, and not an actual secessionist movement. That Talossa was legal. I explained it was, and hopefully, within 24 hours, it will be active and the ballots will be sent.

If not, a solution is to pick a transactional email company, but they charge MONTHLY, only SES as far as I know, it mostly free.

Most of those which used to offer 5000 emails per month for free, now only offer 500 which isn't enough.

170 citizens, ballot confirmations, voting reminders... and after 500 it's often something liek $20 per month. I don't have $240 per month for a temporary gmail problem.

I don't mind paying for Ses, it might cost me something like $5 year long. It's nothing.

But not $240.

So, as soon as Amazon approves the account, ballots will be sent.

This was impossible to predict. My server has been running for years, and so far, wasn't blocked in Gmail.

Just in case it's not fresh in memory:

EM Cosas allow multiple seats per Cosa members. 200 seats mean one seat per 0.5% of the vote.

RC is real Cosa: each member of the Cosa gets exactly 1 seat.

I also proposed DC which is Direct Cosa: 1 vote gives 1 seat, but with a minimum of votes to qualify, so the number of seats is variable from Cosa to Cosa.

I am one of the main authors of the EM200 as it currently stands.

The reason for EM200 was the inability to fill all 20 of the RC20 seats.

Back then, a variable size Cosa was unthinkable.

But putting it into law instead of the organic law could allow us to try both EM and RC options, and various numbers.

I vote for ESB for Mencei

And for the record, my wife, daugther and I all have gmail accounts and we got our ballots fine.

I am informed by citizen B. Higgs of Fiova, who is an IT professional, that there is a problem with SSL injection (or something like that?) with the automated Chancery emails, which gets them trashed by Gmail accounts in particular. I see that a majority of those who haven't voted yet have Gmail accounts. It may well be that Gmail spam detection has been "souped up" since the last election;

Could I get more information? If I do, I might be able to fix it quickly.

Path 2 is we abolish the position of the King. After 3 monarchies ending in fire, perhaps it's time to rethink the process? That's the Republican point of view, and YOU don't want that, and a few don't want that either. We might lose a few citizens, but we would not have lost face

Path 4 is the compromise. The idea, we elect the King, like we would have done anyway, but instead of electing him for life, we put a term limit of 7 years.

Path 2 and Path 4 seem pretty much the same to me, though.  I understand the punishing imperative of that 1.5% margin on the mid-term referendum, of course.  But "regularly elected partisan presidency" and "regularly elected partisan presidency we call king" is not much of a difference.

It is a MAJOR difference!

The President would be elected every 2 years or less, with massive regular electoral campaigns.

You would have parties, and people would plan well in advance their turn to run, just like our Senate elections.

But a King elected every 7 years, however, is a rare event! Think about SEVEN years ago, how the world was different! And Seven years before that. You don't get time to plan this. It's not a regular event.

The compromise offers the stability of a Kingdom, but with a King with an exit strategy.

We would have ERAS, like the Era of King Lupul, followed by the Era of King Gregorino (example), because of the long period.

You don't have that with a president, unless they get re-elected over a long periods, which isn't really a president.

AD, what you fail to grasp, is that the compromises puts water in BOTH glasses.

YOU revel at the idea that the King is elected.

Republican revel at the idea that there is a King, or that he has too much power, or that the elections are too far apart (it depends on their brand of Republicanism).

You have a shot at calming them, just by picking a new King, the same way the previous one was, but this time, for a term limit of 7 years.

Until 2028!!!

We've had for 8 Cosa in a row a Senator, Sevastain Pincatsch, representing us.

That senator, admitted to have used a fake name on his application. I made a post announcing my candidacy to replace him in the Ataturk thread, saying how it was unacceptable to have an unknown person representing us.

But I have to add more information.

In the last Clark, our fake Senator voted CONTRA on all bills. RZ23, the Due Process Reversion Amendment, in the Senäts, he was the only Contra vote.

In the 5th Clark, he voted contra on RZ19, but PER on our friend Art's memorial.

In the 4th Clark, he voted contra on RZ18

In the 3th Clark, he voted per to the nomination to the UC. Ok, find. It was unanimous with one abstain

In the 2th Clark, he voted Contra on everything, with an Abstain on RZ16

In the 1st Clark, on the 12 bills, all were Contra except for one Per and one Abstain.

The Per was an immigration bill, and abstain on abolishing the Wargames bureau.

We had 24 bills in the 55th Cosa.

He voted PER on exactly THREE votes, and abstain three times.

That means he gave 18 Contra.

In most cases, he was the only contra in the Senate, and on THREE BILLS he was the ONLY contra!

RZ1, RZ5, RZ10, he was the only member of the Ziu to vote against them.

RZ1 is a rewording of the Ministry of Stuff section to make it more modern

Rz5 allows the chancery to step in if a province makes its own senate election, but fails to do so. It's not rocket science, and a Cort Injunction is needed!

RZ10: simplifies the Minister of Finance articles, and was made by the minister of finance.

Now, it's 100% ok to be against bills.

But is he representing Ataturk when he votes against almost everything?

Is he helping us?

It's time to get a Senator who actually reviews the bills and votes on their merit.

It's time for me to get back to the Senate.
