If for some reason it did not pass in referendum, then the previous apportionment could occur.  If it does pass, then additional seats can be granted as citizens request them.

I vote PER but is there any question that this might need be referred to the entire populace ?  That could be done at the next elections, where simultaneously all candidates would be elected to l'Etats

In the distant past, there was some system that included methodology for me as a Colorado USA native to be assigned to Cézembre.  I support mixing within each province a variety of people and perspectives such as with this proposal.

Azul @Barclamïu da Miéletz . The choice for an Anthem for Cézembre has to be decided by l'Etats, the Provincial Assembly of Cézembre. It is not a decision of the Sénéschal, as you wrote on TalossaWiki.

As I said I would try to make a melody out of "La Brabançonne" and "Der er et yndigt land". Both anthems have awesome melodies.

Not sure what tools you may use, but I took a look at fadr.com and that looks promising - it was pretty straightforward to upload the mp3s available at https://nationalanthems.info/ available of both.
