Wittenberg / Re: Was Reunision a mistake?
May 08, 2020, 06:09:13 PM
I fear if the NHMA passes we will essentially have a Monarchy in name only.

Also, I don't think it would have any chance of passing if all citizens that were active eight years ago had remained active and present. (Not in itself an argument for or against obviously, but it does leave somewhat of a bitter taste, for me anyway).

I don't think reunision was a mistake though. Certainly, not having reunision would have been worse.  Also, a lot of the analysis tracing current politics back to pre-reunision days completely overlooks how for a long time post-reunision politics wasn't dominated by the powers that existed in the Republic or pre-reunision Kingdom.

But plenty of mistakes were made after reunision (I played a role in some of them) and this is going to be another one.

Two appointments have been made: https://wittenberg.talossa.com/index.php?topic=253.msg1511#new

The Chancery is still accepting applications for the other positions. (Just keep in mind that recent history suggests I may take a while to respond, and also the same caveats apply as before.)

To all concerned,

I would like to announce two additions to the Chancery.

Firstly, @Iason Taiwos is hereby appointed State Elf in charge of Provincial (Re)Assignment. His responsibilities will most likely commence following the next census, the timing of which is yet to be announced.

Secondly, @Ian Plätschisch is hereby appointed Witt admin. His responsibilities as admin start immediately. S;reu Plätschisch will also be admitted to the board of admins once it is officially established, together with myself and any other admins who may have been appointed by that time.

Originally the plan was to also appoint Lüc da Schir as Witt admin (S;reu da Schir of course is already responsible for the technical side of the forum, but this was meant to confirm that he shares responsibility for the moderation side as well), but considering the recent circumstances I decided to hold of on that. Of course if S;reu da Schir still wishes to be appointed, I will do so immediately.

Many thanks to the two appointees for their willingness to help out the Chancery. I have great confidence in their ability to do so.

For more information about their respective job descriptions and a list of Chancery vacancies that haven't been filled, please check the following thread: https://wittenberg.talossa.com/index.php?topic=104.0

ugh, forgot a bill, hold on...

edit: should be fixed now. Thankfully nobody noticed (or maybe someone did but didn't tell me yet) and I hadn't sent out the emails yet.

With regards to the Judiciary amendment, I'll put Citaxhien Miestrâ as main sponsor and s;reu Del Val as cosponsor. Hope that's ok with everyone...
#339
Hmm,

I was going to point out that MZ's should include a link to the hopper thread, but I just noticed this wasn't mentioned in the call for bills post, which it should have been.

In the case of bills where the submitted version is not in the first post of a thread, please refer to the exact post, because now I just sort of have to guess which one to clark.

It's not so much that any particular issue would be impossible to deal with, it's that I realized there are likely to be many other issues and dealing with them all would probably not be practical.
And there won't be any issues with not having a procedure in place? Also, why would dealing with them now not be practical?

Quote
When the need to replace a King arises, the Ziu could set out any procedure they want; implementing a procedure then would still lend prestige to the office.
Highly doubt it. Based on recent political history, my best guess would be the government deciding on a candidate internally and the Ziu just basically accepting that.

(Also, again, why would we even wait until the need to replace a King arises. A formal removal procedure won't be needed since the procedure for picking a new one is the same with or without a vacancy. How long until people decide to replace the King because they disagree with some opinion or veto? )

QuoteAlso, I need the support of the other parties to pass this bill, and they have made up their mind on what they will accept.

Senator A. dal Val wrote to you earlier on the month (cc'ing me) asking you to Clark the Judiciary Amendment (https://wittenberg.talossa.com/index.php?topic=98.msg1413#msg1413). Has this been done?

Not yet. I sent a reply on the 28th. I guess it can be clarked, but it would need to be with him (or you) as sponsor, because V is not an MZ anymore.

My bad.  I thought I had scribed everything.  Glüc, pm me with stuff missing.  And yes, I need to formalize the process of double-checking my work.

I don't know exactly what's missing, but I reckon it's just everything in http://www.talossa.ca/files/bills.php?cosa=53&bill=22 (minus all clauses that were amended during the 54th cosa)

It is my pleasure to open call for bills of the May 2020 Clark.

Eventually, the clark can be viewed in real time here:

www.talossa.ca/files/cosa_vote_result.php?cosa=54&clark=5 (for the votes)

and here:

www.talossa.ca/files/clark.php?cosa=54&clark=5 (for the bills )

It is NOT too late to submit bills, of course, as you have OFFICIALLY until the morning of the 30th of this month, provided your bills have been in the Hopper before end of business day the 25th, of course. I will make the Clark on May 1st's morning and bills submitted up to a few hours before that will probably also be taken.

PLEASE note that in order to support a bill, you need to:

1 ) Be a Senator, the Secretary of State or the King
or
2 ) Have been nominated as a Cosa Member for the upcoming Clark BEFORE the 25th,

To vote on the Clark, you will have 3 options:

1 ) You will be able to vote in the Clark thread (which will be created later on the 1st of May), or in a separate Senate or Cosa voting thread. I will enter your votes in the DB.

2 ) You will be able to vote directly in the database, using your usernumber and DB password (which you can retrieve at: www.talossa.ca/files/login.php using the PSC of the election) or by login via Facebook (which requires manual activation on my part).

Anyway, regarding the earlier discussion, Sir AD made a good point. I keep forgetting how few lasting citizens we have added in recent years.

On the one hand you could argue that with seven years a citizen will have enough sense of Talossan culture and history to make a sensible decision. If that means we end up with a very large group of electors then so be it.

On the other hand a committee of over a 100 might be somewhat unwieldy.

I think that if we do something like send out an email when the King position becomes vacant and only admit to the committee everyone who declares their presence within a week, we probably reduce the group by a significant amount. That way we have both a longevity and an activity threshold.

Though I also like the X citizens with the longest tenure proposal. Perhaps the best solution is a combination.

For example

We contact anyone who has been a citizen for more than x years. Anyone who responds within y time is selected. However, if this results in more than z members only the z members with the longest tenure are selected.

We could even consider additional criteria. For example, members of the Ziu could be ruled out since they already have the right to approve/reject the nominee.

And then we'd be into the weeds of "does citizenship in the Republic count"
I would expect yes, considering the database already counts that way, though if we want to be sure I guess we could specify it in the Lexhatx somewhere. (Then again, if we go with the seven year plan it wouldn't be needed, because reunision happened more than seven years ago).

Quoteor "should periods of renunciation be subtracted".
I imagine the default would be no, though personally I'd prefer to completely reset the clock when someone renounces. While I'm always happy to welcome back someone who renounced, I also don't think it would be unfair to get a citizenship bonus for not doing the renouncing and coming back routine.

QuoteLook guys: go for the minimalist solution or there will be no solution.
Why? It seemed like we were working towards a solution. (And personally I think the having a minimalist monarchy defeats the purpose and isn't really a solution at all).

Quote
The continuing belief that we can design important constitutional amendments "by committee" is why it took 22 years to reform the OrgLaw.
That's the lesson you got from that? Discussing bills is what the Ziu is supposed to do. I think the idea that whoever is in power should just push through the first idea that comes to mind without consideration or compromise is incredibly destructive.
