Azul everybody,

As Minister of Culture, I would like to request this prestigious organization's assistance in an important project.

With the assistance of [mention]Marcel Eðo Pairescu Tafial, UrGP [/mention],  [mention]Mximo Malt [/mention] would like to undertake the ambitious task of updating and revising the Talossan version of our nation's Organic Law, and, if all goes well, the even more ambitious task of gradually translating our civil code, El Lexhatx, into Talossan.

Due to the scope and nature of this undertaking, I thought it would be more fitting for it to be a collaborative project between the nation's premiere Talossan language experts with the sponsorship and backing of the Ministry of Culture.

Ideally, S:reu Malt would provide his revisions and translations piecemeal while the rest provide feedback and corrections until the work is done.

WHEREAS it has been more than two weeks since @Halén first posted on Wittenberg following his introduction to the citizens of the Kingdom by officers of the Immigration Ministry, and

WHEREAS he has, in that time, demonstrated an active, genuine, and continuing interest in Talossan life, language and culture, and

WHEREAS he desires citizenship in the Kingdom of Talossa, and

WHEREAS by all indications it appears that he would be a loyal and dedicated citizen, and a credit to this nation if he obtains the grant of citizenship he requests,

THEREFORE I, Françal Ian Lux, a citizen of good standing of the province of Maricopa and of the Kingdom of Talossa, do hereby petition the Chancery @Sir Lüc to issue a grant of citizenship to Prospective Citizen Halén Bozogularis, as specified by law.

WHEREAS the Organic Law directs that each government submit a budget by the second Clark of their Cosa term

PART A: FINANCIAL REPORT

The current funds of the Kingdom consists of a checking account, a savings account, a Paypal account and Venmo.

On report from the Burgermeister of Inland Revenue as of 23 December 2025, these accounts stand at the following balances:
•  Checking: 413¤48 ($620.71 USD)
•  Savings: 828¤46 ($1243.16 USD)
•  Paypal: 29¤46 ($44.64 USD)
•  Venmo : 16¤40 ($25.00 USD)
       Total:  ℓ1289 ($1933.51 USD)

PART B: BUDGET

FURTHERMORE, His Majesty's Government hereby submits to the Ziu a request for the appropriation of funds from the Royal Treasury, totaling 366¤40 (US$550), for the specific purposes and subject to restrictions as outlined herein:

- Ministry of Culture: 66¤40 (US$100) for cultural grants
- Ministry of Technology: 133¤20 (US$200) for speculative webhosting costs
- Ministry of Foreign Affairs: 33¤20 (US$50) for expenditure by the Bureau of Humanitarian Aid and International Development
- Ministry of Finance: 33¤20 (US$50) for the issuing of ID cards
- Prime Ministry:  ℓ100 (US$150) for supplemental funding to other appropriated funds, and for small expenses (eg. postage) by the Government and Royal Civil Service

FURTHERMORE, notwithstanding the above allocations, no funds shall be disbursed without a notice of disbursement having first been transmitted to the Ziu at least fourteen days prior to the disbursement, except that disbursements solely for the purpose of postage may be made with no less than 24 hours notice. Notices shall contain details of the purchase and a cost estimate for the purchase, or the total amount paid if seeking funds for reimbursement. Copies of receipts and/or invoices will be provided upon request to Members of the Ziu.

FURTHERMORE, any funds allocated by this section shall be retained in the Royal Treasury's accounts by the Burgermeister of Inland Revenue until such time as they are disbursed. Funds not disbursed prior to the end of the term of His Majesty's Government shall remain in the central fund.

PART C - INVESTMENT POLICY

FURTHERMORE, His Majesty's Government hereby directs the Burgermeister of Inland Revenue to continue investing all held funds, except for an amount of liquidity needed for day to day operation up to half of the total of appropriated funds as listed in this Budget, into a high-interest savings account unless or until otherwise directed or advised by act of the Ziu.

PART D - DONATION POLICY

FURTHERMORE, His Majesty's Government proposes a voluntary fundraising goal of $250.00 over the course of this term.

I'm Voting Progressive and You Should Too!

As newly appointed Culture Minister, I would like to personally invite all language heads in Talossa to discuss our ever increasing need for BASIC language learning materials for those interested in learning our national tongue.

As we are pressed for time before the end of this Term and we are all busy with other responsibilities, I would like to set just 1 goal for  CultMin before the next election: COMPLETE the updated Vocabulary Primer on Memrise and offer it to all citizens so that we may use more Talossan in our day to day parlance on here.

I am able to do all the nitty-gritty parts of making the course, I would just like some volunteers for the audio portion of the course.

 OCTOBER CLARK RESULTS RELEASED
RZ3 - The Talossan Criminal Law Reform Bill #2 PASSED 145-0-0 COSA/7-0-0 SENATE
This law targets offences perpetrated by individuals who bring Talossa into disrepute. It contains amendments to current statutes specifically addressing how prosecution is undertaken and how the Talossan Criminal Justice System would act in situations relevant to such matters mentioned.

RZ4- The Legislative Process Improvement Bill #1 PASSED 131-0-14 COSA/5-2-0 SENATE The law-making process is amended. Any citizen may now draft any bill and
submit it to the Hopper for consideration. The legislative process must now pass through several voting cycles and committees (with the notable creation of a legislative advisory committee) in order to improve the quality and scope of bills being presented and passed in the Ziu.

RECESS ENDS AND THE 56TH COSA RESUMES
The 56th Cosa resumes its regular obligations after a month in recess. Several notable events took place during this break, however, including:
SPEECH FROM THE THRONE, 56th COSA where the king officially opened this latest term of the Cosa and extended warm congratulations to the incoming Senechal and his Cabinet. The king also laid out the planned agenda for the current term which range in issues from legal reform to citizen initiatives aimed at encouraging more participation immigration to Talossa.

RESULTS OF THE 1ST CLARK OF THE 56 COSA RELEASED
56RZ1 (Talossa Shall Choose its King Act) FAILS with 90P/77C/33A
    After months of negotiation and a contentious election, the planned reform for the powers and duties of the monarchy fails to garner enough votes. It is uncertain if the government will pursue further action on this issue.

56RZ2 (The Talossan Criminal Law Reform Bill #1) PASSES with 167P/16C/17A
Several key reforms to the Talossan law codes have been enacted with the passing of this bill. Namely, the assimilation of certain statutes previously adopted wholesale from Wisconsin law into native Talossan law. This reform package targets key statutes regarding classes of misdemeanours and felonies such as unlawful usage of official Government and Royal seals and emblems and damages caused by any individual to public records and archives.

OFFICIAL STATE OPENING OF THE ZIU COMING SOON
After a series of delays, the government is poised to begin the official opening of the Ziu. The matter of who will take on the role of Leader of the Opposition is still being sorted out by relevant parties. A video of the event will be created for the national archive and will be provided as soon as it is available.

CRIMINAL LAW REFORM BILL #2 PROPOSED
Following the passage of the first part of a series of law code reforms, this 2nd bill will specifically target offences perpetrated by individuals who bring Talossa into disrepute. It contains amendments to current statutes specifically addressing how the Ministry of Justice and the Talossan Criminal Justice System would act in situations relevant to such matters mentioned.

PROCEDURAL REFORMS FOR LEGISLATION PROPOSED
Two reform packages have been proposed that would address current standards of legislation in an attempt to make more efficient how bills are taken on and debated.
    Proposal 1 (A Two-Reading System) would require all bills to be reviewed and approved by el Comità da Redacziun Legislatïu (Legislative Advisory Committee of Talossa aka CRL) before it is presented for a vote in the general body of the Ziu.
    Proposal 2 (Separate Cosă and Senäts Debates) would decisively separate the two chambers of the Ziu as it pertains to debating, amending and voting on bills. It would also allow for the two chambers to potentially create their own procedures regarding how they would carry on this task.

TALOSSASSISTANT PROGRAMME REVIVED
The Ministry of Interior is encouraging all citizens to participate in the revival of the TalossAssitant Programme in an attempt to generate more activity and interactions within the Immigration subforum. Several volunteers have spoken up and will be assigned to prospective citizens on demand.

I'd like to announce the appointment of Ian Plätschisch as Deputy Secretary for Immigration.

These are trying times and the government believes an office as critical as Immigration should have a dedicated public servant at its helm. Sen. Plätschisch has proven himself a good administrator and will do well in this new position.

My fellow Talossans, friends and colleagues, in accordance with my duties as minister of Interior, I would like to make a public appeal in an effort to revive this vital institution. I don't need to recite numbers to point out that the number of new, active citizens in Talossa is worryingly low. There are many issues that contribute to this problem, many of them require complex and multifaceted solutions, but the one thing we can solve very easily is reviving the TalossAssistant Programme.

While the rate and number of applicants are relatively the same, the number of people who ACTUALLY stick around and PARTICIPATE in Talossa is very low. The fact that prospects are just dropped off at the immigration sub-forum to fend for themselves without any committed assistance absolutely does not help. How can we expect them to develop the level of respect and patriotism we all feel towards this country when we don't bother giving them a helping and guiding hand to understand how Talossa works let alone why they should bother actually staying? In my opinion, it is a civic duty of ALL Talossans to help encourage new folks to appreciate Talossa the way we all do.

In an effort to revive this vital institution, I hope to appeal to all of you so that you volunteer to help the Interior Ministry and our Immigration department with this task. We cannot hope to exist as a nation in the future if we cannot convince new people to participate in our national discourse. Please make your voices heard and sign up--plus we don't need a lot, 5-8 volunteers will do for a start given the number of applications we get in any 14-day period.

I hope we can get this thing up and running at the very least. We have many great programmes and policies already on the books that would truly make Talossa rich and accessible to everyone, we just need the collective effort to make it so. This is a great place to start.

So I was out with some friends the other day and our conversation wandered to the topic of conlangs and obviously since I was there, I had to bring up Talossa.

But trouble is I kinda had a hard time describing Talossa exactly to the uninitiated. I couldn't quite explain to them the...spirit (?) or essence of what this place is. I told them it's a micronation with its own government, culture, language and all that stuff, but I wonder how would y'all answer that question? I'm all ears.

I'd like to request a change of province. I have flown the coop from rural Middle Tennessee to the bustling cities of the San Francisco Bay Area. I believe I'll be in the Province of Maricopa now. I'd be happy to update any and all information with the office of the Secretary of State.

A specific question in the recent survey issued by the Government reminded me of an old project of mine for Talossa that I might just revive if anyone's interested.

Talossan Broadcasting Company, which is a YouTube channel I made some years ago, has been in hiatus for awhile. I had a little chat show on there that I hosted once a week where I discuss everything Talossan with a panel of guests. Besides that though, I've always been interested in opening it up to people who want to contribute. Maybe some learning materials for new citizens or even language lectures eventually(?)

I just want to gauge interest and see if we can revive it as a community. I know we're all looking for ways to be more active on here (I know I am), so give me some feedback!
