For elections, which are the only thing which many Talossans will do any more, and that's partly only because it's compulsory. We've tried a direct democracy system in Fiova and... well, you can see how enthusiastic people are about it.
I would be actually enthusiastic about watching you take over a provincial government and setting it up in the way you think Talossa should work. So much about what we do in this country, we do because of traditions. The Secretary of State sending out Clarks as opposed to two actual legislative chambers debating is the way it has worked since 1985, and the inbuilt conservative bias of our system means that's the way it'll stay indefinitely barring a real social movement.

I represent 17 seats, and @Dixhet Fira represents 16 seats.
For the month of August, for the specific purpose of establishing a leader of the opposition and for no other purpose, I provide proxy for the 17 seats in the Cosa that I personally represent to @Munditenens Tresplet, thus bringing the total for DIEN to 31 to become the primary representative of the opposition.
The casting of votes on specific legislation will remain within the purview of B - Balançeu/Balance. To reiterate, this proxy is only for the purpose of establishing an opposition leader for the formal activities of opening of the Ziu.

Terps really should be the responsibility of the Opposition parties to organise. There is a regrettable tradition in Talossan politics of the Opposition just not playing a role between elections - it's much easier to complain about the Government than to actually hold the Government to account through this constitutional measure.
Back in KR1's day, the main opposition parties had a notorious tendency to act as "do-nothing vote sponges" - collect anti-Government votes in the elections but not act as an opposition between times. I must say I was gobsmacked to hear the (presumptive) Leader of the Opposition saying that he had no idea of his role in the State Opening of the Ziu and was otherwise engaged. I would heartily encourage the Opposition Parties (including that party which joined and then deserted the Government for no adequately arranged reason) to get their act together, choose a leader who will actually hold my/our feet to the fire, and act like you want to be the Government next time.
Anyway, what was I saying? In other countries there's a weekly slot for Question Time in Parliament. Seeing as we're all in different time zones, we could declare (for example) Wednesday to be the day that Terps should be submitted, and that they should be answered the following Wednesday unless the Túischac'h/Mençéi (as applicable) gives leave otherwise.

... but the problem is we haven't had a VoC yet; unless you count the Seneschál election. The party tallies for votes against the current Seneschál on the VoC were:
NPW 11
Tafial 5
KLüP 11
DIEN 14
Balançéu 17
So, if we take that as the equivalent of a VoC, then X. Pôl Briga is the Leader of the Opposition and gets to do a rebuttal at the Speech from the Throne? And M. Tresplet is the "third party" leader who can also make a speech if desired? Do we need to modify the law on the Leader of the Opposition to cover this case in future?
