Wittenberg / The University of Talossa Reimagined
« on: September 22, 2021, 09:37:54 PM »
Azul,
I wanted to reach out to my fellow Talossans and get you opinion on something I have considered for quite some time… breathing new live in The University of Talossa.

I see it as a straightforward, useful tool in aiding citizens of the Kingdom in academic and professional development.

If a new and revised University was opened… would you be interested, what courses would you like to take, would you be willing to join the faculty and help develop courses?

Cheers,
Seneschal Davis, O.SPM

Wittenberg / An Apology
« on: July 05, 2021, 06:32:05 PM »
Azul,
I wanted to take moment and publicly acknowledge a stumble I took in trying to resolve a Coalition issue. Specifically, I came across a bit more forcefully to the leader of former Coalition partner TNC. In my attempt to come across seriously, to our partner… I came across as threatening.

This was not my intention but in my attempt at being as transparent as as possible, I wanted to acknowledge this stumble on my behalf and apologize publicly. As I said in my personal apology to their leader, I want us all to work together as a team for a better Talossa. That includes leaders at all levels admitting a screw up and working to correct it.

Further, I want to ensure all Talossans understand that, under my leadership… I encourage open communications at all times. If there is any issue, before it becomes totally out of hand… come talk to me. I welcome the opportunity to address problems as they arise as that is the core of effective leadership.

Thanks,
Txoteu Davinescu, O.SPM

The Free Democrats of Talossa, the League of Centre Conservatives and the Talossan National Congress are pleased to announce that we have concluded an agreement to form a Coalition Government in the 56th Cosa. Under this agreement, MCs for all three parties will vote for Txoteu Davinescu as the new Seneschál in the July Clark.

Please note:

1)   this agreement is still subject to ratification by the members of the Coalition parties in accordance with their internal rules.

2)   this agreement does not cover the question of the Monarchy, which is the subject of ongoing discussions between the coalition parties and other parties with Cosa representation.

The full coalition agreement is available at https://docs.google.com/document/d/1m70q-r08Qd7zbEZBM98bJ-wok053a-2TOvxpZaJLj4A/edit?ts=60bc1de7#.

Wittenberg / FreeDem Announcement
« on: June 01, 2021, 10:45:44 PM »
The Free Democrats of Talossa will seek to form a Government in the 56th Cosa under myself, Txoteu Davinescù, as Seneschál.

Notwithstanding the future of the monarchy (which will be the subject of separate discussions) we wish to form a Government which consists of the most active Talossans, united around a common program for administration, rather than constitutional ideology; helped by extra-cabinet appointees and Permanent Secretaries chosen for competence and enthusiasm.

We believe that that program should center, first and foremost, tackling the crisis of activity; this means increasing immigration, but more importantly engaging with new citizens and citizens who have become inactive.

Other Free Democrat priorities will be upgrading the National Database and integrating it with the National Webspace; working with SIGN on official Talossan translations and Talossan learning materials; ensuring security of Talossa's finances and property; and improving the quality and process of law-making. Our full program is available at our website: https://freedemstalossa.wordpress.com/2021/04/24/free-democrats-for-the-56th-cosa-election-may-2021/

We encourage all party leaders who are interested in this approach to make contact and join formal discussions.

Respectfully,
Txoteu Davinescu, O.SPM

Azul & Good Afternoon Friends,
I wanted to take a moment, considering the sudden of the Crown, to open a discussion that I feel His Majesty should be involved in... not just a Regent. I believe the recent actions of the King in the awarding a title of Peerage for the first time in nearly a decade for essentially babysitting the Kingdom for six months and additionally sidestepping the Government's recommendation for an Order of Knighthood, that the time has come for a complete overhaul of the system of Peerages and Knighthoods of the Kingdom.

Does that mean that I think they should go away... no, not even close. But I do believe that as we move forward with the Historic Compromise, we must pause and re-evaluate how our nation's highest Honours are divvied up. Peerages aren't something to be handed out for simple tasks... like warming a seat while the King is away.... again. Peerages are, by definition, not just the award of title but of land. While I applaud the efforts of the former Regent, awarding him a land grant is incredibly inappropriate for the service rendered. At best, adding the Grade of Knight Commander to the Order of the Nation (L'Urderi per la Naziun) for Sir Alexandreu... not a Peerage title.

I propose that, moving forward, Peerages and Knighthoods may originate from either the Crown or the Government... but, specifically in the case of Peerages, must be approved by both. Knighthoods, depending on Grade, may too originate from either... with the Government generally taking lead on approvals of Member, Officer, Commander/Knight and the Crown on Knight Commander & Knight Grand Cross.

Generally, I feel if we are going to have Peerages & Knightly Orders... we should do so in the manner that literally all other recognized nations do theirs.

Respectfully,
Gen. Txoteu Davinescu, O.SPM

Wittenberg / Appointment of CJs
« on: December 31, 2020, 03:34:05 PM »
On December 23, 2020/XLI, in my duties as Deputy Attorney General, I called for nominations for the role of Community Jurist, as set out in 55RZ7 / El Lexhatx G.13.2, in a post on Wittenberg (https://wittenberg.talossa.com/index.php?topic=628.0).

Three Talossan citizens nominated themselves for this role: Senator Ián Plätschisch, Túischac'h Txosue Roibeardescù, and Secretary of State Dr Txec dal Nordselva. All these being fine candidates, the Deputy Attorney General accordingly recommended all these names to the Regent (acting for the King) for appointment as Community Jurists, under El Lex G.13.2.1, by Wittenberg private message.

The Regent raised an objection to naming Dr Nordselva to the role, arguing that this set up an impermissible "separation of powers" conflict with his role as Secretary of State. The both the Ministry and Government did not agree with this assessment.

Previously, the Regent and the Government had agreed that making the Seneschál a CJ would be inappropriate, because most lawsuits in Talossa are against the Government. Such matters do not, in the Government's opinion, arise for the Secretary of State. Moreover, Dr. Nordselva, as a former CpI Justice, is the most eminently qualified of the three.

The Government asked the Regent, therefore, to officially name s:reux. Plätschisch and Roibeardescù as CJs, and to announce publicly why he was rejecting the Government's recommendation of Dr. Nordselva, so as to start a public discussion on the question. The Regent refused to do this, instead insisting that the Government continue to "discuss", via Wittenberg PM, his assertion of an impermissible separation of powers conflict between the Secretary of State's office and being a Community Justice. The Government found itself at a loss as to how to do so, because we simply, point-blank disagree with the Regent on this point.

We continue to not understand why the Regent refuses to nominate s:reux Plätschisch and Roibeardescù, about whom there is no debate as to their qualification. And we decline to waste further time. Thankfully, the law provides an alternative to the Regent's demand that we "DEBATE HIM".

Therefore, again under El Lexh G.13.2.1, the Ministry of Justice hereby recommends s:reux Ián Plätschisch, Txosué Roibeardescù, and Dr Txec dal Nordselva, to the Cort pü Inalt to be named as Community Jurists (CJ).

Respectfully,
Þon Txoteu É. Davinescu, O.SPM
Deputy Attorney General

Armed Forces / MoD Directive 2020-01 (Branch Crests)
« on: October 27, 2020, 01:27:42 AM »
Gentlemen,
As we move forward as a free-standing Ministry once again, I would like to request... in addition to myself as head of the RTMC... that the Navy and Air Corps begin the process of working with the College of Arms to develop Branch Blazons for all three services. I won’t micromanage you two on this, but I would like to see in say 90 days or so, the Navy, Marines, and Air Corps represented by formally recognized Blazons. The only guide I would give is that I would like them to be a standard space and I request that all three be the same outer shape as my personal Coat of Arms. If you have any questions, feel free to ask on this thread... as a Navy Board colleague may be wondering the same thing.

Yours in Service,
Gen. Txoteu Davinescu, O.SPM
Minister of Defence
