El Viestül/The Lobby / Re: Biannual Census?
May 26, 2025, 04:26:45 PM
Correct. On May 22 I have informed the King and Seneschal that I intend to conduct a Census in August 2025.

I will begin to review the set of questions from the previous Census in June, alongside any public comments that may have been made back then, on time for any bills that might be required to amend the questions to be passed in July.

The call for bills for the June 2025 Clark (the second of the 61st Cosă) is now open. You may post a link to a bill's Hopper thread underneath in the usual fashion, provided it has passed the Hopper according to Lex.H.2 and you are entitled to Clark bills.

I will accept for Clarking any such bills (except for any that fall foul of H.2.7) that are presented between now and May 31st 11:59 PM TST, as I will begin assembling the Clark on the CEST morning of June 1st. (Annoyingly, once again I might have commitments because there's Pride this weekend. I will try to do as much work in advance as possible to avoid delays in opening the Clark.)

Congratulations on your appointment!

The time allotted for voting on the Clark has expired.

The Cosă and Senäts have passed the following bills, which are sent to His Majesty @King Txec for Royal Assent:

61RZ01 - The One Word: Plätschisch Act
Agreed to by the Cosă 183-0 (17 abstained), by the Senäts 6-0 (1 abstained)

61RZ02 - The Judicial Retirement Oh Boy Here We Go Again Act
Agreed to by the Cosă 200-0, by the Senäts 7-0

The Cosă and Senäts have disagreed on the following resolution:

61RZ03 - Sense of the Ziu: Climate Emergency
Rejected by the Cosă 42-58 (100 abstained), agreed to by the Senäts 4-2 (1 abstained)

The Cosă passed a Vote of Confidence in the incumbent Government 152-48.

Senator Txoteu Davinescu did not vote.

As a sidenote, the database refused to log me in. Im not sure why

Azul Iac, your votes have been entered manually for now, though you didn't specify a choice for the Vote of Confidence so that has been recorded as an abstention until you do so.

Please contact me however you want (Witt DM, email talossachancery at gmail, Discord...) so we can troubleshoot your database login together.

I created accounts myself for all people who applied to the Landing Pier and got OK'd by the Seneschal - that is, all four of them. All were immediately notified through the email address they provided.

The account I created for Carcosa is @carcosa , and the one for the Wong Ming emissary is @lucien .

What Sir Glüc is pointing out is exactly what I meant with my comment on the proposal thread - after poring over provincial statutes while I was building the database, I noticed our constitution exactly mandates three preferences rather than "up to" three.

Sadly my comment was very rushed and unspecific and I also completely forgot to follow up on the changes you made. I am not entirely sure how to proceed except that:

- The points based voting system clearly would hinder other candidates if one could only give three points to their top choice - many editions of TMT20 are a helpful reminder - and so if the system is to stay, casting exactly three choices would be fairest;

- Conversely, strict rules lead to potential disenfranchisment. The database could help ensuring voters do rank three choices via software checks and hint texts, ALTHOUGH in the last election it did allow leaving choices blank; voting publicly on Witt could be a more serious disenfranchisment risk should someone undervote due to missing or misunderstanding the rules for the provincial vote.

I vaguely think the first concern is most important because undervoting would unfairly distort our current voting system. On the other hand, I'm not sure if our elections are going to be so hotly contested that we're going to fight over every ballot and throw out all undervotes. In my mind, we can:

- Allow undervotes but lower the points given to each vote, so your lead choice can only get three points if you fill out your ballot (something like: 1 choice = 1 point; 2 choices, 2 and 1; three choices, 3 and 2 and 1);

- Allow undervotes but switch to a different voting system altogether;

- Not allow undervotes: proclaim the BUS and immediately amend E.2, potentially switching it to instead allowing for curing undervotes in a certain time limit.

So Glüc and I finally met in person over the last weekend, with TCAT scheduled to begin in less than a week...

What better coincidence to record the fourth installment of Centraseiră in person - Talossa's beloved(ish) occasional podcast (mostly) about the Talossan Cycling Association Tour!

This is going to be a fair deal more cycling-centered than episode 3 - there's still ten minutes of general chat if you're down for that at the beginning. If cycling is not your thing though, I do kind of want to record Episode 5 in the (not too distant) future, and cover more Talossan topics.

In this episode:
- Lüc admits to the existence of kompromat involving raw herring;
- Glüc yawns loudly (I cut that out, you're welcome);
- Lüc gets guilt-tripped over taking part in Talossachess;
- Glüc also wants to guilt-trip you all into doing a game night;
- Lüc recounts getting spanked (in boardgames);
- Glüc is happy about the composition of the TMT20 final, less so about the order.

But mostly:
- We discuss our weekend together in the Netherlands up to that point;
- We briefly discuss TMT20 results and other chatroom activities;
- We play our usual Velogames credits guessing game for the upcoming first leg of TCAT 2025, shadowing Giro d'Italia 2025.

We hope you enjoy - and remember signups for TCAT Italy 2025 are open over in the Chatroom!
