Another election has concluded with some impressive and some surprising results. The Green Party reiterates its promise to ensure accountable government in the Kingdom. We thank those Talossans whose support makes this possible and we promise not to let you down.

Good luck to the soon to be named cabinet ministers and we look forward to cordial enquiries.

Mic'haglh Autófil (Technology)


The Ministry of Technology received seven terpelaziuns during the previous Cosa term. All of which were from the Green Party. All terpelaziuns were answered in a timely, respectful, and informative fashion. Minister Autofil receives the highest rating of any government minister for reasons within and outside of the Ministry`s portfolio. The new database has not been announced but appears near completion and there has also been progress on re-nationalization of the nation`s web presence. The progress towards each objective can be tracked by reviewing the terpelaziuns because of the detailed replies by the Minister. Within the portfolio, the terpelaziuns revealed a public official whose communication style is cordial and collaborative and approach to problem-solving builds consensus methodically over time. There were also repeated examples of Minister Autofil stepping in, whenever necessary, to assist other portfolios. This led the Opposition to one central question as we finished our evaluation: Why isn't Minister Autofil the Avant Coalition`s candidate for Seneschal?

Upon review of responses from the specific terpelaziuns listed below we noted the following highlights:

On the second point, I know there's already been some discussion on the possibility of using a large Google Sheet (which is my personal preference for a replacement), but I'd like to come to the discussion in Point #2 with at least one or two alternative methods on the off chance anyone else happens to be very familiar with them."

The Opposition notes the respectful and thorough response of the Ministry which provided clear and detailed points of monitoring for future accountability. This type of response also provides the public with a full accounting of government actions during the month which is appreciated even if not required.

The Opposition notes the response is informative and indicative of cooperation both within the Ministry and between the Ministry and the Civil Service. The Opposition, at the time, noted the divulgence of information concerning the tackling of multiple objectives.

The Opposition noted the informative and timely response. The Minister`s reply included a step-by-step overview of what remains to be done in achieving the objective. This was to the benefit of efforts toward accountable government but noted as benefiting the general Talossan public as well.

* However, this does not mean that I will not honor my commitment for a public review of the suggested solutions. I would look for this sometime within the next two weeks; sooner, if we can get the server transition done quickly."

The Opposition notes this was another respectful and thorough reply. The reply included certain dates which could be used for accountability and detailed information on ministerial activities. There was minor concern as to potential delays from the Deputy Minister. Public review did indeed occur later as promised.

The Opposition noted the transparency with respect to a minor technical snafu. And the cooperation between the Civil Service with the Back-End PermSec and the Burgermeister.

Minister Autofil was in this Opposition member's opinion the best serving member of the Government based on these highlights and the manner in which he conducted himself in the course of completing his duties. Should there be any inaccuracies or if the Minister would like to reply it is welcome in this thread.

Immigration (Miestra Schiva)


The Ministry of Immigration received five terpelaziuns during the previous Cosa term. All terpelaziuns were from the Green Party with one supplementary question from the Progressive Alliance. Terpelaziuns were almost always answered very promptly, but there were a couple of instances where responses were not respectful. Responses were always informative. There was no progress on provincial catchment reform but a procedural change in screening applicants appears to have achieved its intended result, so far, without causing such a burden to decrease the flow of new applicants. The rating would have been good if not for the overlooking of a technical issue which completely stopped immigration for three months. This was not discovered until another terpelaziun to the Seneschal by the Progressive Alliance`s Alexandreu Davinescu. Minister Schiva's initial response did not indicate the Government understood the seriousness of the issue and raised concerns with the extent the Government prioritized immigration. Later actions remedied this.

The Opposition notes there was no progress on this particular part of the Avant coalition's programme during the term. This was, however, an informative explanation of the current state of affairs regarding the provinces and why changes to them is such a thorny endeavor.

That accusation was the primary reason for the terpelaziun.

The Opposition notes this was an informative reply. The suggestion for the Landing Pier, was a longstanding one, and the Opposition set a reminder to enquire with the relevant Ministry in the following month.

The Opposition notes the revelation of a technical issue affecting immigration but was unable to determine, at the time, how long the issue had gone unnoticed. The Opposition further notes the unfortunate insinuation that there would be disagreement from the Green Party (Open Society) with redirecting resources toward this urgent issue by the Minister which was less than respectful and certainly not helpful to resolving the issue.

QuoteAlso on November 18, 2025 Minister Schiva elaborated as follows: "The Immigration Ministry has the grim task of provisionally confirming that the talossa.com immigration form seems to have simply not forwarded any emails to anyone since August 2 this year. The Opposition notes this was an adequate response to an urgent issue which temporarily crippled national immigration, it would appear, for over three months. While this was a failure of the Government it was handled with transparency, once the issue was identified, and then resolved expeditiously.

STUFF (Braneu Excelsio)


The Green Party is delighted to share its fourth Opposition Ministerial Report Card, this time for the Ministreu Stuff

The STUFF Ministry received six terpelaziuns, one was withdrawn, during the previous Cosa term. All of which were from the Green Party. Terpelaziuns were always answered in a timely, respectful, and informative fashion. Acting as STUFF Minister, Minister Excelsio had the second best rating of government ministers especially related to the overall meeting of ministerial commitments and informativeness of replies. Major accomplishments were achieved in the distribution of ID cards, regular and frequent updates of Talossa's social media channels, and distribution of La C'hronica. The Ministry also responded quickly to a technical issue concerning a website link bounce and demonstrated one of the term's most successful instances of Civil Service utilization with the PermSec for Propaganda.

Upon review of responses from the specific terpelaziuns listed below we noted the following highlights:

The Opposition gives kudos to the Minister for acknowledging the concern and then describing concrete actions to rectify the matter. Further, the reply was detailed and informative on the specified actions. This was an example of why the STUFF Ministry evaluation was positive. No one expects perfection but honesty when striving for excellence makes excellence more likely.

Bentxami Puntmasleu (Foreign Affairs)



The Green Party presents its third Opposition Ministerial Report Card. This time for the Foreign Affairs Ministry. The Foreign Affairs Ministry received seven terpelaziuns during the previous Cosa term. All of which were from the Green Party. There were two instances where terpelaziuns were not answered in a timely fashion with the Seneschal being required to step in to answer twice. Answers were always respectful but not always informative. Minister Puntmasleu appeared to go on unannounced absence for months before it became public knowledge as a result of one of the below-mentioned terpelaziuns. The Opposition notes there were many announcements of things but not very many tangible results. The Seneschal also demonstrated a concerning lapse of judgment in not accepting the Minister's resignation after months of unsatisfactory performance. Evaluation Note: There were three different officials acting in some capacity for the Foreign Affairs Ministry over the course of the Avant Coalition term: Bentxami Puntmasleu as the original appointee, Mic'halgh Autofil as acting appointee during the primary's absence, and Antaglha Somelieir as the near-end term replacement. This evaluation most concerns the activities of the primary and original appointee.

As regards plans for our participation in MicroCon 2025: I have signaled our intent to participate to both His Imperial Majesty Eric Lis, the Aerican Emperor, and His Excellency Tristan Glark, Head of the Diplomacy and Foreign Ministry. I am also closely observing the MicroCon 2025 group on Facebook for event details. The event is planned for June 26th through 29th (with the main conference on the 28th) in Montreal. I am awaiting the opportunity to officially register a delegation. This opportunity likely will not come for a couple months. We will build our delegation around that time."

The Opposition notes this was an informative reply indicating recognition by the Aerican Empire but also notes no use of the Landing Pier by representatives of the Empire or other interactions between the Kingdom and the Empire. The Opposition notes the report of good progress, however, on preparations for MicroCon 2025 participation.

The Opposition notes this was an informative reply but there were, beyond the announcement of such, no further developments on the climate change project or application to an intermicronational organization.

A major point of failure in November. There was no reply from Minister Puntmasleu within the required 7-day time period and there was no response from the Tuischach on request for moderation. The Seneschal stepped in to reply and announced that the Minister was absent (there is no information as to how long the minister had been absent before this news was forced to be announced via a terpelaziun) and answered for him that there were no updates on the creation of the Landing Pier discussion board.

The Opposition lodged a third terpelaziun concerning the establishment of the Landing Pier discussion thread. Acting Minister Autofil responded as follows on December 14, 2024:

I have begun making inroads with members of the MicroWiki community this past week. MicroWiki is one of the larger communities of micronationalists on the Web, and I believe the potential there for international relations is quite high. Namely, I joined their Discord server with three goals in mind, once I was integrated better with the community:

* Establish bilateral relations with interested nations, preferably ones with a relatively noteworthy population.
* Look into the existence of regional micronational organizations (their Wiki does list at least two that are focused on the Great Lakes region)
* Look into the existence of global micronational organizations (preferably a pre-existing one, as opposed to founding a new one, as you may be aware this is seen as sort of reason for derision in the broader sphere).

While the Landing Pier idea has obviously not yet been implemented, I believe I can work something out there with the Secretary of State."

The Opposition notes the informative and timely reply by the Acting Minister which was a major improvement for the Ministry as well as the concrete actions taken. This was considered a point of success for accountable government by the Opposition.

On January 4, 2025 Minister Puntmasleu, for the second time, failed to answer a terpelaziun within the legally required timeframe. The Seneschal stepped in, for the second time, to answer the terpelaziun concerning the consideration of my own application to serve as BHAID PermSec:

Quote"I thank the Member for his question and I apologise for the delay.

I have advised the Foreign Minister that a Permanent Secretary for BHAID is an excellent notion, and if the Member (or anyone else watching) knows of anyone keen to take up the role, I advise them to send me a PM with a suggested job description and the Foreign Minister (or I) will make an appointment at our earliest convenience."

Based on the lack of response from the now-confirmed present minister a supplemental terpelaziun was submitted to ascertain whether Minister Puntmasleu was indeed back in office. On January 9, 2025, the Seneschal responded as follows:

Quote"I apologise for the slight delay. The Foreign Minister is *not* on leave again, but the extra-Talossan commitments which required him to take leave have sadly not gone away.

I can reveal that the Foreign Minister offered his resignation due to his periods of absence, but that I did not accept it. We are looking at a Cabinet reshuffle later this month, at which point the matter may be looked at again."

We express our sympathies to Minister Puntmasleu's difficulties in balancing extra-Talossan life with his Talossan responsibilities. The Opposition commends him for tendering his resignation which was the right thing to do but we express grave concerns with the judgment of the Seneschal in not accepting it and for the delay in addressing this matter until several weeks later especially since this issue had been ongoing for months.

The Opposition must first note the successful establishment of the Landing Pier discussion thread. This was a commitment met by the Avant coalition but not, apparently, by the work of former Minister Puntmasleu. It appears to have been completed by the work of Acting Minister Autofil and the Secretary of State, Luc da Schir. The answer by the new minister was timely and respectful but less than informative.

The Green Party presents its second Opposition Ministry Report Card. And we need to note that a review of the terpelaziuns actually increased our initial rating of this ministry.

The Culture Ministry received four terpelaziuns during the previous Cosa term. All of which were from the Green Party. Terpelaziuns were answered in a timely, always respectful, and usually informative fashion. The Culture Ministry had two achievements and one failing during the term. The new Talossan Language materials created with government support by Alexandreu Davinescu and the Talossan Language essay contest were successes while no major progress on the Bureau of Home Affairs strategic plan was the one failing.

Upon review of responses from the specific terpelaziuns listed below we noted the following highlights:

The Ministry of Defence received four terpelaziuns during the previous Cosa term. All of which were from the Green Party. Terpelaziuns were mostly but not always answered in a timely manner, answers were, however, always respectful, and usually informative. Whereas, there is a need to identify the responsible official overseeing the implementation of the automatic governmental information transmittal mandated by 58RZ6, and

Whereas, Cabinet discussions are currently sealed for seven years before release is allowed by the Royal Archivist, and

Whereas, this need has led to confusion when attempting to satisfy the above-mentioned mandate.

Therefore, be it enacted by the King, Cosa and Sënats in Ziu assembled that El Lexhatx Section D.8.9 which currently reads as follows:

I still don't understand the controvery over this one so am queueing it up for additional legislative review:

Whereas, presently the Government's chief legal advisor, the Avocat-Xheneral, can't request an an advisory opinion from the Cort pü Inalt, and

Whereas, it seems reasonable for the Government's chief legal advisor to have the ability to also seek advice from the Judiciary.

Therefore, be it enacted by the Ziu of the Kingdom of Talossa, that Article VIII, Section 6, which currently reads as follows:

QuoteUntil such time as inferior corts are established, a Judge may sit as a nisi prius cort in all civil and criminal matters.

With awareness of the ongoing case of Cjantscheir v. Ziu, the Green Party expresses its concern that a positive outcome for the plaintiff would set an example where we allow members of the judiciary to fail to uphold their duties without consequence and that this could lead to further repeated delays or outright dysfunction by a vital institution of Talossan governance. Should 60RZ19 be determined to be inOrganic based on what appears to be a drafting or Scribing error, restore an official who clearly failed in their duties, and then after that restoration the official continue to fail in their duties then we will be left with little choice to seek the remedy mentioned in Organic Law, Article VIII, Section 5:

Quote...In the event that a sitting Judge of the Cort pü Inalt acts in a manner that offends the Ziu in the Judge's official and individual capacity, or is found guilty or has pleaded guilty to a crime in Talossa, a member of the Ziu may move for a Notice of Reprimand, which shall set forth an individual charge with the stated punishment contained therein, which shall not exceed removal from his or her seat as Judge.

To impose the sanction of removal, a Notice of Reprimand must receive, in addition to requirements of other legislation, two-thirds support in the Cosa and majority support in the Senate.

We will be drafting legislation to clarify this matter as well, hopefully, in cooperation with other parties. And will be prepared to submit any notices of reprimand necessary to prevent further instances of inactivity in our Corts.

After some discussion with party members there is unanimous agreement for Open Society to become the Green Party/El Parti Virt.

We have posted a few bills which give an idea of our values.

  • The Pacific Realm Act represents our anti-militarist/nonviolence stance. We do not expect this bill to pass, we'll be delighted if it does, but it is important to have the discussion as to whether we really need a Ministry of Defence. Separately, the reduction in ministries represents our view that our Government has grown beyond our nation's needs and capability to maintain.
  • The success of Tgerxh as Social Media Tsar in the Civil Service should be reproduced with the Immigration ministry, perhaps, being replaced by a long-term civil servant. This leads into a re-proposing of the bill making the leadership of the BHAID nonpartisan and placing it within the Civil Service. This bill represents our commitment to encouraging Talossa be more than a community of people "escaping the real world." We can have a positive impact, however small, on the world-at-large that reflects our enduring national values. And make a world less in need of escaping from.
  • The Sentient Rights Act is a re-submission and the hobby-horsist of bills, like proposals for MMR. The Kingdom can lead on issues of moral concern and repudiate speciesism. We will continue to push towards that effort.

There will be others proposals and we look forward to working with other parties in the next term.

2.1. Establishment of Official Improvised Weaponry. Bedposts are declared to be the "official preferred improvised weapon" of the Zouaves of the Royal Bodyguard.
2.2. Military Use of Bedposts. The Zouaves of the Royal Bodyguard shall make use of bedposts for ceremonial and drill purposes.

1.8.2.1 El Capitán da l'Altahál or (The Captain of the Guard) shall have the ability to further organize the Zouaves into sub-units such as the Air Zouaves, Sea Zouaves, Space Zouaves and Ground Zouaves, in consultation with the Office of the Seneschal.

1.8.2.2 El Capitán da l'Altahál or (The Captain of the Guard) shall have the ability to appoint and dismiss at will a Vice-Captain of the Guard to assist in Guard administration. The Captain and Vice-Captain shall have the ability, in co-operation, to similarly organize sub-units upon their establishment e.g. a Sub-Captain of the Air Zouaves, etc.

1.8.2.3 El Capitán da l'Altahál or (The Captain of the Guard) shall promulgate a code of internal regulations to be known as the Uniform Standing Orders or USO for the purpose of organizational training and discipline. The USO shall reflect the professionalism of the regimented cultural and defence forces of the Kingdom of Talossa as well as recognize the relations of our great nation's place in retrospect to the other great nations and allied defence forces of the world.

1.8.3 Establishment of Official Improvised Weaponry. Bedposts are declared to be the "official preferred improvised weapon" of the Zouaves of the Royal Bodyguard.

1.8.3.1 Acceptable Use of Bedposts. The Zouaves of the Royal Bodyguard shall make use of bedposts for ceremonial and drill purposes.

1.8.3.2 Cupped Bedposts. Bedposts used by the Zouaves of the Royal Bodyguard may have an indentation in the end of the bedpost up to one inch in depth and between one and two inches in diameter. The indentation must be curved with no foreign substances added. The bedpost, for not more than 18 inches from its end, may be covered or treated with any material or substance (such as pine tar) to improve the grip. No bedpost may be used for aggressive purposes which is not a single piece of wood or which has been hollowed out and filled with cork or rubber.

1.8.3.3 Bedpost Regulation. Whereas, it can be said that one objective in granting rights is to reduce suffering and enhance flourishing, so the use of sentience as a guiding characteristic may be more appropriate, and

Whereas, it was the trailblazing philosopher Jeremy Bentham who wrote in 1789, "The question is not, Can they reason? nor, Can they talk? but, Can they suffer?", and

Whereas, sentience is the characteristic of consciousness whereby an organism has a sufficient level of awareness to experience suffering, and

Whereas, sentience has been proven to be a characteristic not exclusive to homo sapiens sapiens, and

Whereas, it is therefore a fact that the restriction of the normative and legal discussion and codification of rights to humankind is an unacceptable case of anthropocentric speciesism.

Therefore, be it enacted that el Lexhatx F.5.3.13 (Culture) which currently reads:

Whereas, the outgoing Minister of Foreign Affairs initiated a process to appoint a new member of the Civil Service to administer the Bureau for Humanitarian Aid and International Development, and

Whereas, the current Seneschal determined that the position as currently codified is political, and

Whereas, Talossa's contributions to efforts on humanitarian aid and international development and the administration of such should be apolitical.

Therefore, the Ziu of the Kingdom of Talossa enacts the following statutory change. El Lexhatx Section D.2.6.6 which reads as follows:

Quote2.6.6 The Bureau for Humanitarian Aid and International Development (The Bureau) shall serve as the hub for the Kingdom of Talossa's support for disaster and poverty relief and other forms of humanitarian assistance, emergency response and the promotion of efforts towards socioeconomic development.
2.6.6.1 The Bureau shall operate under the auspices of the Ministry of Foreign Affairs. The Bureau shall be administered by an Administrator to be appointed by the Minister of Foreign Affairs.
2.6.6.2 The Bureau shall be funded by contributions from individuals, nonprofit organizations and where deemed appropriate by the Ziu, legislative appropriations.
2.6.6.3 The Administrator shall make every effort to ensure that Bureau's funds are donated to humanitarian organizations in a timely manner, and shall notify the public when outgoing donations are made. This notice shall include at least the amount, date, and beneficiary of the outgoing donation(s).
2.6.6.3.1 Other provisions of el Lexhatx notwithstanding, outgoing donations made with money contributed by private parties shall not require the approval of the Ziu.

Whereas, King Txec proclaimed January 1 Flip Molinar Day in honour of his enduring contributions to the Kingdom, and

Whereas, S:reu Molinar faces a serious health threat, and

Whereas, the thoughts and good intentions of the Kingdom are with S:reu Molinar as he faces this serious health threat.

Therefore, be it resolved, that a new ziua auservada or Day of Observance is created by revising El Lexhatx Section F at 5.2 to read as follows:

5.2.1 January 1. Flip Molinar Day. This holiday honors the contributions and enduring legacy of S:reu Flip Molinar as proclaimed by King Txec.
5.2.2. the month of March: Berber Heritage Month. All citizens are encouraged to express themselves in whatever medium is appropriate, on the question of Talossa's real or imagined Berbercentric prehistory.
5.2.3. March 21: James "Jimmy" Letherer Memorial Civil Rights Day, or "Civil Rights Day" for short.
